In order to implement the Agreement between the Ministry of Health and social development Russian Federation and the Moscow Government on the transfer to the Moscow Government of the implementation of part of the federal powers to provide disabled people with technical means of rehabilitation and provide state social assistance certain categories of citizens in terms of providing vouchers for sanatorium-resort treatment, as well as free travel on intercity transport to the place of treatment and back, approved by Order of the Government of the Russian Federation of December 31, 2008 N 2065-r, as well as improving the quality and efficiency of the activities of bodies state power for the rehabilitation of disabled people, the Moscow Government decides:

1. Approve:

1.1. Rules for providing disabled people with technical means of rehabilitation, including prosthetic and orthopedic products (except dentures) at the expense of subventions from federal budget provided in accordance with federal legislation, in accordance with this resolution.

1.2. List of technical means of rehabilitation received through the departments of social rehabilitation of disabled people of centers (comprehensive centers) social services Department of Social Protection of the Population of the City of Moscow, Moscow Center for Technical Rehabilitation Equipment of the Department of Social Protection of the Population of the City of Moscow (state institution) and manufactured by prosthetic and orthopedic enterprises that have contractual relations with the Department of Social Protection of the Population of the City of Moscow based on the results of a competition for placing a state order for the provision of prosthetic equipment -orthopedic care to the population, in accordance with this resolution.

1.3. A list of technical rehabilitation equipment for medical purposes issued by institutions of the Moscow Department of Health, in accordance with this resolution.

2. To establish that the authorized bodies of the Moscow Government for providing disabled people with technical means of rehabilitation, including prosthetic and orthopedic products (except dentures), within the framework of the federal list approved by Decree of the Government of the Russian Federation of December 30, 2005 N 2347-r, are:

Department of Social Protection of the Population of Moscow;

Moscow City Health Department.

3. The Department of Social Protection of the Population of the City of Moscow and the Department of Health Care of the City of Moscow shall carry out information exchange by entering information into the Citywide Special Register of Persons with Disabilities - recipients of measures social support in the field of rehabilitation.

4. Financing of expenses for the execution of parts of federal powers transferred to the authorized bodies of the Moscow Government shall be carried out at the expense of budgetary allocations from the federal budget transferred to the budget of the city of Moscow in the form of subventions for these purposes.

5. Control over the implementation of this resolution shall be entrusted to the First Deputy Mayor of Moscow in the Moscow Government Shvetsova L.I.

Rules
providing disabled people with technical means of rehabilitation, including prosthetic and orthopedic products (except dentures), through subventions from the federal budget provided in accordance with federal legislation

These Rules determine the procedure for providing technical means of rehabilitation (hereinafter referred to as technical means) and prosthetic and orthopedic products (hereinafter referred to as products) included in the Federal List of Rehabilitation Measures, Technical Means of Rehabilitation and Services Provided to a Disabled Person, approved by order of the Government of the Russian Federation dated December 30, 2005 N 2347-r, persons recognized as disabled (with the exception of persons recognized as disabled due to accidents at work and occupational diseases), persons under the age of 18 who are classified as “disabled children” (hereinafter referred to as disabled people), by social protection and healthcare institutions of the city of Moscow.

I. Functions of the Department of Social Protection of the Population of the City of Moscow in terms of providing disabled people with technical means and products

1. Providing disabled people, upon personal statements (or statements of persons representing their interests), with technical means (products) is carried out in accordance with individual rehabilitation programs developed by federal state institutions of medical and social expertise.

2. Providing disabled people with technical means (products) is carried out by:

2.1. Providing the appropriate technical means (product).

2.2. Providing services for repair or replacement of previously provided technical equipment (product).

2.3. Payments of compensation for expenses for the activities specified in this section (if these expenses are made at the expense of the disabled person), including payment for banking services (postal services) for the transfer (transfer) of compensation funds.

2.4. Providing disabled people with guide dogs, including payment of annual monetary compensation for the costs of maintaining and veterinary care of guide dogs.

2.5. Providing sign language interpretation services to people with disabilities.

3. A technical device (product) provided to a disabled person in accordance with these Rules is transferred to him free of charge for gratuitous use on the basis of an acceptance certificate and is not subject to alienation in favor of third parties, including sale or donation.

4. An application for the provision of a technical aid is submitted by a disabled person (a person representing his interests) to the social rehabilitation departments of social service centers (complex centers) of the Department of Social Protection of the Population of the City of Moscow at the place of residence (stay) of the disabled person.

An application for the provision of high-tech and expensive technical means that require individual selection is submitted to the Moscow Center for Technical Rehabilitation Equipment of the Department of Social Protection of the Population of the City of Moscow (a state institution).

5. An application for the provision of a product is submitted by a disabled person to any prosthetic and orthopedic enterprise that has a contractual relationship with the Department of Social Protection of the Population of the City of Moscow based on the results of a competition for placing a state order for the provision of prosthetic and orthopedic care to the population.

6. Technical means are provided on the day the disabled person (the person representing his interests) applies.

If a technical means is not available on the day of application, the social rehabilitation department of the center (comprehensive center) of social services, the Moscow Center for Technical Rehabilitation Means of the Department of Social Protection of the City of Moscow (state institution) considers the application specified in these Rules and notifies the disabled person in writing about registering it with the provision of technical means. The social rehabilitation department of the center (comprehensive center) of social services, within 5 days after receipt of the necessary technical means, issues it to the disabled person (the person representing his interests). Individual selection of technical equipment and training in its use is carried out.

7. If a technical device (product) provided for by an individual rehabilitation program cannot be provided to a disabled person in kind or if he independently purchased the specified technical device (product) at his own expense, the disabled person is paid compensation in the amount of the cost of the technical device (product) , which must be provided to a disabled person in accordance with an individual rehabilitation program.

The list of documents to be submitted includes:

An application submitted by a disabled person (a person representing his interests) for reimbursement of expenses for the purchase of a technical device (product);

Individual rehabilitation program;

Documents confirming expenses incurred;

Certificate for a technical device (product), license for the right to engage in activities for the manufacture of prosthetic and orthopedic products (in case of purchasing a prosthetic and orthopedic product).

The department of social rehabilitation of the center (comprehensive center) of social services creates a register for the payment of compensation for a technical device (product) acquired by a disabled person independently, which is sent to the State Institution Center for Automated Calculation of Social Payments and Preparation of Analytical Information on Social Protection of the Population of the City of Moscow for payment to the disabled person of the specified compensation.

The refusal of a disabled person to be provided with a technical device (product) does not give the right to receive compensation in the amount of the cost of such a technical device (product).

8. Repair of a technical device (product) is carried out free of charge on the basis of an application submitted by a disabled person (a person representing his interests) to the Moscow Center for Technical Rehabilitation Equipment of the Department of Social Protection of the Population of the City of Moscow (state institution) (prosthetic and orthopedic enterprise) and the conclusion of a medical-technical examination of the Moscow Center for Technical Rehabilitation Equipment of the Department of Social Protection of the Population of the City of Moscow (state institution) (medical and technical commission of a prosthetic and orthopedic enterprise that provides prosthetic and orthopedic care on the basis of government contracts concluded with the Department of Social Protection of the Population of the City of Moscow based on the results of competitions) . The procedure for carrying out a medical and technical examination and the form of the conclusion of a medical and technical examination are determined by the Ministry of Health and Social Development of the Russian Federation.

If a disabled person has repaired a technical device (product) at his own expense, he is paid compensation. The decision to pay compensation for repairs of a technical device (product) made by a disabled person independently is made by the Department of Social Protection of the Population of the City of Moscow on the basis of an application submitted by a disabled person (a person representing his interests) for reimbursement of expenses for the repair of a technical device (product), the conclusion of a medical and technical examination, as well as documents confirming these expenses.

9. The terms of use of technical means of rehabilitation (products) before their replacement are established by the Ministry of Health and Social Development of the Russian Federation.

10. Replacement of a technical means of rehabilitation (product) is carried out at the request of a disabled person (person representing his interests):

Upon expiration of the established period of use in the presence of an individual rehabilitation program;

If it is impossible to carry out repairs or the need for early replacement, which is confirmed by the conclusion of a medical and technical examination of the Moscow Center for Technical Rehabilitation Equipment of the Department of Social Protection of the Population of the City of Moscow (state institution) or the medical and technical commission of a prosthetic and orthopedic enterprise.

11. Technical equipment (products) issued to disabled people are not subject to return.

12. Providing disabled people with guide dogs, including payment of annual monetary compensation for the costs of maintaining and veterinary care of guide dogs, is carried out in accordance with the Rules for providing disabled people with guide dogs, including payment of annual monetary compensation for the costs of maintaining and veterinary care of guide dogs, approved by Decree of the Government of the Russian Federation of November 30, 2005 N 708.

An application for provision of a guide dog to a disabled person is submitted by the disabled person (the person representing his interests) to the social rehabilitation department of the social service centers (complex centers) at the place of residence of the disabled person. The department of social rehabilitation of social service centers (comprehensive centers) within 5 days from the date of acceptance of the application notifies the disabled person in writing about his registration for the provision of a guide dog.

The Department of Social Protection of the Population of the City of Moscow, on the basis of documents provided by social service centers (comprehensive centers), sends a referral for receiving a guide dog to an organization that trains guide dogs, selected by the department in the prescribed manner.

The authorized body that accepts documents for the payment of annual monetary compensation for the costs of maintaining and veterinary care of guide dogs is the social rehabilitation department of the social service center (comprehensive center) at the place of residence of the disabled person.

The decision to pay compensation is made by the social rehabilitation department of the social service center (comprehensive center).

13. Provision of sign language translation services to disabled people is carried out in accordance with the Rules for the provision of sign language translation services to disabled people at the expense of the federal budget, approved by Decree of the Government of the Russian Federation of September 25, 2007 N 608.

An application for the provision of sign language interpretation services is submitted by a disabled person to an enterprise that provides sign language interpretation services, which has a contractual relationship with the Department of Social Protection of the Population of the City of Moscow.

II. Functions of the Moscow Department of Health in terms of providing disabled people with technical means of rehabilitation for medical purposes

1. Providing disabled people with technical means of rehabilitation for medical purposes is carried out by providing (installing) the appropriate technical means in accordance with individual rehabilitation programs developed by federal state institutions of medical and social expertise.

2. A technical device provided to a disabled person in accordance with these Rules is transferred to him free of charge for gratuitous use and is not subject to alienation in favor of third parties, including sale or gift.

3. An application for the provision of a technical device is submitted by a disabled person (a person representing his interests) to treatment and preventive institutions according to the profile of the disease, determined by the Moscow Department of Health.

4. Treatment and preventive institutions determined by the Moscow City Health Department, on the basis of the conclusion of the clinical expert (medical) commission of the institution, within the period established by the Moscow City Health Department, notify the disabled person about registration for the provision of technical equipment.

5. If the technical means provided for by the individual rehabilitation program cannot be provided to the disabled person in kind or if he independently purchased the specified technical means at his own expense, the disabled person is paid compensation in the amount of the cost of the technical means that should be provided to the disabled person in accordance with individual rehabilitation program.

A disabled person’s refusal to be provided with a technical device does not give the right to receive compensation in the amount of the cost of such a technical device.

The decision to pay compensation is made by the Moscow Department of Health based on the application of the disabled person and documents confirming the expenses incurred for the purchase of the product, with the issuance of a written conclusion on the right to receive compensation.

Documents for payment of compensation are accepted by the social rehabilitation department of the social service center (comprehensive center) at the place of residence of the disabled person.

Preparation of documents for payment of compensation is carried out in the manner prescribed by these Rules.

6. Replacement of technical equipment is carried out by treatment and preventive institutions determined by the Moscow Department of Health on the basis of an application submitted by a disabled person (a person representing his interests):

Upon expiration of the established period of use and on the basis of the conclusion of a clinical expert (medical) commission;

If it is impossible to carry out repairs or the need for early replacement, which is confirmed by the conclusion of a medical and technical commission determined by the Moscow Department of Health.

7. Technical equipment provided to a disabled person cannot be returned.

8. The period of use of technical equipment before their replacement is established by the Ministry of Health and Social Development of the Russian Federation.

After the disability group has been established, some patients require technical means of rehabilitation (TSR). These, in particular, include: breast prosthesis, canes, anti-bedsore mattresses and pillows, absorbent underwear, diapers, etc.

The breast prosthesis consists of a set: the eco-breast prosthesis itself and two bodices.

The basis for issuing a prosthesis free of charge is the individual rehabilitation program for a disabled person (hereinafter referred to as IPR), developed by the federal government agency medical and social examination, where a record is made of the need for a set of breast prosthesis or other TSD.

To receive a prosthesis under the IPR, a disabled person must register with the regional branch of the social insurance fund (FSS) or the regional branch of social protection of the population at the place of residence (USZN). Next is the authorized body. The authorized body providing TSR is indicated in the IPR.

At this authority, the disabled person will be asked to fill out an application form, submit a passport, IPR, and an ITU certificate. Copies of these documents will need to be submitted for registration
to the authorized body, which within 15 days from the date of filing the application makes a decision on registering a disabled person to ensure TSR.

After this the following is sent by mail:

1) notification on registration for ensuring TSR and

2) direction to receive the specified funds, and if it is necessary to travel to the location of the organization to which the referral was issued, a special coupon is simultaneously issued or sent for the right to receive travel documents free of charge.

The disabled person must be notified by the authorized body that it is their turn to receive TSR. You need to find out from them where you can come to pick up your rehabilitation equipment.

For all technical means of rehabilitation, a similar procedure for free receipt has been established. For example, a disabled person may need absorbent underwear and diapers (diapers), which are classified as TSR and are provided free of charge.

How can a cancer patient receive TSR (for example, a breast prosthesis, diapers, sheets) if he has a disability group for another disease that was previously established.

If a woman with breast cancer after a mastectomy (breast removal surgery) has a disability due to another disease (not cancer), then she will not be able to receive a prosthesis free of charge according to the IRP previously issued to her. However, she can receive a free breast prosthesis kit at new program IPR, for which she needs to contact the chairman of the VC with a request to issue a referral to the ITU specifically for the development of IPR in order to provide TSR (breast prosthesis), as indicated in the delivery slip, and not re-examination.

Experts from the ITU Bureau will consider the question of whether she has signs of disability in oncopathology and if, in their opinion, there are such signs, then the need for a prosthesis will be entered into the IPR, and in this case she will receive it free of charge in the manner indicated above.

Diapers for a bedridden patient

Usually, a disabled person does not need diapers and sheets at the time of drawing up the IPR, but later he may need them. The fact that a patient with limited mobility or a bedridden patient needs diapers and absorbent sheets is decided by the attending physician of a medical institution, who should be called to the home to assess the patient’s condition. Then a message sheet is drawn up for the development of a new IPR specifically for obtaining the above-mentioned technical means of rehabilitation, which the doctor indicates in the message sheet. To avoid problems with receipt, the names of the TSR in the parcel sheet and in the IPR must be indicated in accordance with the classification contained in the Order e Ministry of Labor and Social Protection of the Russian Federation dated May 24, 2013 N 214n “On approval of the classification of technical means of rehabilitation (products) within the framework of the federal list of rehabilitation measures, technical means of rehabilitation and services provided to a disabled person. (see order of the Government of the Russian Federation dated December 30 2005 N 2347-r).

Adult diapers and absorbent sheets have a daily use period of no more than 8 hours (for polyuria syndrome, no more than 5 hours). According to the individual rehabilitation program (IRP), a disabled person is entitled to 3 items of TSR per day to choose from: either all diapers, or all sheets, or a combination of both.

Cash compensation paid to disabled people who purchased TMR at their own expense.

If a tender for the purchase of a specific TSR (for example, an eco-breast prosthesis or diapers) has not taken place in the region, and therefore the period for providing them to a disabled person is delayed, the disabled person can purchase the technical means of rehabilitation specified in the IPR at his own expense, and he is paid monetary compensation.

But its size is limited. The cost of the purchased product (service) is compensated, but not more than the price of a similar product (service) provided free of charge. Find out about the cost of government. procurement of a specific TSR and the amount of compensation can be obtained from the authorized body.

As a rule, compensation is equal to the cost of TSR, determined based on the results of the last public placement. order (competition, auction, request for quotations) carried out by the regional authorized body before the day the decision was made on payment of compensation for independently purchased goods and services. If it was not carried out or did not take place, information about the last similar order in another region (within the same federal district, and in their absence - within the country).

To receive compensation, a disabled person submits an application to the authorized body at the place of residence, attaching a copy of the passport, a copy of the IPR, a sales and cash receipt, a copy of the pension insurance certificate, a copy of the TSR certificate, and a copy of the passbook.

The decision to pay compensation for independently acquired technical means of rehabilitation must be made by authorized bodies within one month from the date of filing an application for reimbursement of expenses for the acquisition of technical means of rehabilitation by a disabled person. Compensation is transferred to the savings book. Unfortunately, deadlines are often not met.

When purchasing a prosthesis and bodices, you must ensure that the name of the prosthetic breast and bodices on the sales receipt matches their name indicated in the IPR, otherwise compensation will not be provided or the purchase document will have to be reissued.

The documents for the prosthesis must indicate its service life.

Please note that you can purchase a breast prosthesis at your own expense only if a disabled person has applied to the authorized body and has been registered in accordance with the specified Procedure. If a disabled person purchases TSR and then submits documents to the authorized body for registration, compensation will not be provided. In this connection, before purchasing TSR with subsequent compensation for its cost, you must first consult with the authorized body.

Is it possible to get TSR if the cancer patient does not have a disability group?

A breast prosthesis and some other TSR can be obtained from the regional budget only if the average per capita family income does not exceed the subsistence level established in the region per capita. In the regions, for this purpose, appropriate Laws and Regulations, which indicate which TSR can be obtained in this case.

4. Administrative regulations for the provision of state services by the FSS of the Russian Federation to provide disabled people with technical means of rehabilitation and (or) services and certain categories of citizens from among veterans with prosthetics (except dentures), prosthetic and orthopedic products, as well as for the payment of compensation for technical equipment independently acquired by disabled people means of rehabilitation (veterans prosthetics (except dentures), prosthetic and orthopedic products) and (or) paid services and annual monetary compensation for the expenses of disabled people for the maintenance and veterinary care of guide dogs (approved by order of the Ministry of Health and Social Development of the Russian Federation dated September 14, 2011 N 1041n).

5. The procedure for receiving compensation is specified in Order of the Ministry of Health and Social Development of the Russian Federation dated January 31, 2011 N 57n “On approval of the Procedure for paying compensation for a technical means of rehabilitation and (or) service rendered by a disabled person independently acquired, including the procedure for determining its amount and the procedure for informing citizens about the amount of said compensation" .

Disabled people have the right to free provision of technical means of rehabilitation (hereinafter referred to as TSR) according to the established list on the basis of individual rehabilitation or habilitation programs (IPRA) for a disabled person, developed by the ITU Bureau, within the limits of funds allocated from the federal budget.

Regional legislation may establish additional guarantees for people with disabilities in terms of providing them with TSR (clauses 2.1.1, 2.3 of Moscow Government Resolution No. 503-PP of August 15, 2016).

Reference. Technical means of rehabilitation

TSD for disabled people includes devices containing technical solutions and used to compensate or eliminate persistent restrictions life activities of a disabled person, in particular wheelchairs, orthopedic shoes, guide dogs and hearing aids ( Part 1 Art. 11.1 of Law N 181-FZ; pp. 7, 9, 14, 17 Federal list).

An individual rehabilitation or habilitation plan is not mandatory. A person with a disability can independently decide whether he needs a specific TSR or not.

If a disabled person purchased a means of rehabilitation at his own expense or the necessary means cannot be provided to him, the disabled person has the right to compensation under Parts 5, 6 of Art. 11 of Law No. 181-FZ).

Below is the procedure for a disabled person to receive a technical means of rehabilitation.

Prepare the application and necessary documents

To obtain TSR you will need (clause 4 of the Rules, approved by Decree of the Government of the Russian Federation dated 04/07/2008 N 240; clauses “a” - “c” clause 22 of the Administrative Regulations, approved by Order of the Ministry of Labor of Russia dated 09/23/2014 N 657n) :

  • application for provision of TSR;
  • IPRA (indicating the need for a specific TSR).

Submit an application and documents to the authorized body

The application and necessary documents are submitted to the territorial body of the Federal Social Insurance Fund of the Russian Federation at your place of residence or to another authorized body (usually a social security institution). You can submit your application and documents in several ways:

  • in person or through a representative (pre-registration can be made through State Services);
  • through the MFC;
  • through the State Services portal in electronic form;
  • by registered mail (clause 17 of the Rules; clauses 22, 51.1, Administrative Regulations; Information from the Federal Tax Service of the Russian Federation).

When submitting an application and documents not in person, they must be certified by a notary.

When submitting documents directly to the territorial body of the FSS of the Russian Federation, at your request, the second copy of the application is marked with its acceptance and date, as well as the full name, position and the signature of the official who accepted the application and documents.

If you submit documents through the MFC, you will receive a receipt notification of acceptance of the application and documents indicating the date and registration number (clause 52

If you submit copies of documents that are not certified in the prescribed manner, as well as in the case of submitting documents in electronic form, you will be notified of the need to submit their originals (clause 55 of the Administrative Regulations).

There is no charge for this service.

If the required documents are not sent with the application sent by mail (not all documents have been sent), the application and documents will be returned to you within five days from the date of receipt. In a similar situation, if you submit an application electronically, you will receive an electronic notification indicating the date of submission of documents and their list.

Wait for the documents to be issued to receive or produce TSR

The authorized body will consider your application within 15 days from the date of its receipt and send you a written notification of registration for TSR provision, as well as the following documents (clause 5 of the Rules):

  • referral for receipt or production of TMR;
  • a special coupon and (or) a personalized referral to receive free travel documents if you need travel (if necessary, also travel of the person accompanying you) to the location of organizations providing TMR and back.

TSR is transferred to you free of charge for gratuitous use and is not subject to alienation in favor of third parties, including sale or gift (clause 6 of the Rules).

Receiving compensation in connection with the acquisition by a disabled person of TSR independently

The amount of compensation in the event that the TSR was purchased independently or if provision of the required TSR is impossible is determined based on its cost.

If the purchased product is more expensive than the one that was due, then only the amount that you would have spent on purchasing the required product will be compensated.

If you purchased TSR at a cost lower than the compensation determined by law, then compensation is paid based on your costs in accordance with the documents provided (Part 6, Article 11 of Law No. 181-FZ; Clause 15(1) of the Rules; Clause p. 3, Procedure, approved by Order of the Ministry of Health and Social Development of Russia dated January 31, 2011 N 57n).

To receive compensation you will need (clause 5 of Order No. 57n; clause 22 of the Administrative Regulations):

  • application for payment of compensation;
  • a document proving your identity, and when applying through a representative - documents proving his identity and confirming his authority;
  • birth certificate (for children under 14 years of age);
  • IPRA (indicating the need for a specific TSR);
  • documents confirming the expenses you have incurred, including payment for travel to the location of the organization providing TSR and back. IN the latter case You must also provide written confirmation of the need for travel, issued by the specified organization.

You also have the right, on your own initiative, to submit your insurance certificate of compulsory pension insurance (a copy or the information contained in it) (clause 25 of the Administrative Regulations).

The application and the specified documents are submitted to the authorized body (as a rule, to the territorial body of the Federal Social Insurance Fund of the Russian Federation at your place of residence), which must make an appropriate decision within 30 days from the date of receipt. If the decision is positive, within one month from the date of its adoption compensation is paid by postal order or transfer Money to your bank account (clause 5, Order No. 57n; clause 19 of the Administrative Regulations).

Information about IPRA and recommended TSRs is entered into the Federal Register of Disabled Persons. The legislative framework

Providing people with disabilities with technical equipment is regulated by state laws. The following segments of the population have the right to receive rehabilitation funds from the state:

How to get technical equipment

To obtain TCP, there are some steps you need to take. All rehabilitation funds are issued after they are included in the individual rehabilitation program by the MSEC (medical and social expert commission). After the patient has collected all the expert opinions, he contacts MSEC. If any recommendations were not included in the referral, then you need to make copies of them and provide them to the commission. During the procedure, doctors draw up an individual rehabilitation program. The document regarding TSR for children is divided into three subsections, for adults - into two.

The first subsection includes rehabilitation funds financed from federal resources. The second contains conditions for providing what is necessary at the expense of regional funds or purchased independently. The third subsection describes the possibility of paying with “maternity capital”. Next, the disabled person or a person representing his interests contacts the local department of social insurance, social assistance to the population and writes an application to receive TSR. In accordance with the legislation of the Russian Federation, repairs of technical rehabilitation equipment are carried out at public expense without any queues. The following categories can receive them: disabled people of groups 2 and 3 who have lost the ability to self-care, patients with impaired static-dynamic functions, with mental disorders, with circulatory disorders, with liver disease, with renal failure. This federal law provides for the provision of disabled people with technical means of rehabilitation of the following types:

  • means to help navigate in space, including specially trained guide dogs;

All these devices can only be issued by social security authorities on the basis of relevant medical reports, orders and other regulations.

The right to use arises for a temporary period, for example, a year before the next medical examination, or indefinitely, for example, for disabled children who received the group from childhood.

Classification of product types

A complete list of technical means for the rehabilitation of disabled people can be found in regulatory documents, for example, in the “Classification”, which is approved by Order of the Ministry of Health and Social Development No. 214n.
