Methodology for determining the average market value and standard cost of 1 sq. meters of total living space

1. This Methodology for determining the average market value and standard cost of 1 sq. m. meters of total housing area (hereinafter referred to as the Methodology) is intended for the Ministry of Regional Development of the Russian Federation to determine the average market value of 1 sq. meters of total housing area in the Russian Federation and constituent entities of the Russian Federation, standard cost of 1 sq. meters of total housing area in the Russian Federation, used in calculating federal budget funds allocated for the purchase of housing to meet state needs.

The determined cost amounts are applied in the implementation of activities and federal programs (subprograms) approved by federal laws and regulations of the Government of the Russian Federation.

2. The procedure for determining the average market value of 1 sq. m. meters of total housing area in the Russian Federation and constituent entities of the Russian Federation includes 4 stages:

2.1. At the first stage, reporting information is processed Federal service state statistics (hereinafter - Rosstat) on the price level in the housing market (form N 1-РЗ "Information on the price level in the housing market") and the cost of construction (form N C-1 "Information on the commissioning of buildings, structures and sales investment projects"). The information received is analyzed and, if necessary, clarified with Rosstat.

When analyzing information, the following parameters are compared:

Prices on the housing market and construction costs by constituent entities of the Russian Federation in the reporting quarter compared to previous quarters;

Quarterly changes in prices in the housing market and construction costs on average in the Russian Federation compared to changes in similar indicators in the constituent entities of the Russian Federation.

In addition, the percentage difference between the average price on the primary housing market and the cost of construction in the constituent entities of the Russian Federation is determined. If this difference is more than 25-40 percent, a comparison is made of the corresponding data from previous reporting quarters.

2.2. At the second stage, based on information from Rosstat, taking into account projected inflation, the estimated cost of 1 square meter is determined. meters of total housing area for each subject of the Russian Federation according to the formula:

In case for reporting period Rosstat information necessary for calculating the RPS for a constituent entity of the Russian Federation is missing or insufficient; the calculation uses information from the previous quarter taking into account projected inflation for the corresponding period of time or available data on prices for other types of housing.

2.3. At the third stage, the average market value of 1 sq. m. is determined. meters of total living space for each subject of the Russian Federation based on the following data:

Information from the executive authority of the constituent entity of the Russian Federation;

Features of formation statistical reporting in forms N 1-РЗ and С-1 of Rosstat.

2.4. At the fourth stage, based on the average market value of 1 sq. meters of total housing area by constituent entity of the Russian Federation and population size (Rosstat data), the average market value of 1 sq. m. is determined. meters of total housing area in the Russian Federation.

3. Cost standard for 1 sq. meters of total housing area in the Russian Federation is determined once every six months using the formula:

The average market value for social payments will be determined based on data on the cost of housing in the primary and secondary housing markets according to Rosstat and executive authorities of the constituent entities of the Russian Federation.
In contrast to the current Methodology, the indicator of construction cost and the indicator of the actual cost of housing purchased using certificates are excluded from the calculation of the average market value for social payments. Also excluded is the coefficient “0.92”, which takes into account the share of the buyer’s costs aimed at paying for the services of realtors, notaries, state duties and other costs associated with state registration of real estate transactions, due to the fact that the current mechanism for the sale of certificates imposes these costs on the citizen , that is, federal budget funds are not spent on these expenses.

1. This Methodology for determining the standard cost of 1 square meter of total residential area in the Russian Federation and the average market value of 1 square meter of total residential area in the constituent entities of the Russian Federation (hereinafter referred to as the Methodology) is intended for the Ministry of Regional Development of the Russian Federation to determine the standard cost of 1 square meter the total area of ​​residential premises in the Russian Federation and the average market value of 1 square meter of the total area of ​​residential premises in the constituent entities of the Russian Federation, used in calculating federal budget funds allocated for the purchase of residential premises to meet state needs.

2. When determining the average market value of 1 square meter of the total area of ​​residential premises in the constituent entities of the Russian Federation, the reporting information of the Federal State Statistics Service (hereinafter referred to as Rosstat) on the price level on the residential premises market is processed (form No. 1-RZh “Information on the price level for housing market"), information on the cost of 1 square meter of total housing area in the primary and secondary housing markets provided by executive authorities of the constituent entities of the Russian Federation and the estimated cost of 1 square meter of total living area determined by the Federal State Institution "Federal Center for Pricing in Construction and Industry" building materials».

If for the reporting period the information necessary to determine the estimated average market value of 1 square meter of total area of ​​residential premises in a constituent entity of the Russian Federation is not available or is insufficient, the calculation uses data from the previous reporting period taking into account the corresponding index, as well as available data on prices for other types of housing.

3. The average market value of 1 square meter of total residential area in the constituent entities of the Russian Federation is approved by order of the Ministry of Regional Development of the Russian Federation on a quarterly basis. The standard cost of 1 square meter of total living space in the Russian Federation is approved by order of the Ministry of Regional Development of the Russian Federation once every six months.

4. The average market value of 1 square meter of total living space for the planned quarter for each constituent entity of the Russian Federation, used in calculating social payments from federal budget funds aimed at purchasing residential premises by categories of citizens established by federal legislation (hereinafter referred to as the average market value for social payments) is determined by the formula:

TsPR c – the average price of standard housing on the primary market determined in the manner established by the executive authority of the relevant constituent entity of the Russian Federation;

TsVR c – the average price of typical housing on the secondary market, determined in the manner established by the executive authority of the relevant constituent entity of the Russian Federation;

n – number of indicators used in the calculation (TsPR p, TsVR p, TsVR s, TsPR s);

To the r.ts. – coefficient defined as the ratio of market prices for housing in regional cities, towns and rural areas to market prices for housing in territorial centers and large cities of the constituent entities of the Russian Federation, adopted at the rate of “0.85”. The specified coefficient is not applied when calculating the average market value of 1 square meter of total residential area for Moscow and St. Petersburg;

In the absence of reporting information on more than two indicators used in determining the average market value for social payments, the indicated value is accepted in the amount approved for the corresponding constituent entity of the Russian Federation by order of the Minister of Regional Development of the Russian Federation for the previous quarter, taking into account the corresponding index.

5. The standard cost of 1 square meter of total living space in the Russian Federation is determined as the arithmetic mean of the calculated indicators of the average market value for social payments for each subject of the Russian Federation for the middle of the planned half-year according to the formula:

NRF is a calculated indicator of the standard cost of 1 square meter of total residential area in the Russian Federation;

RPSs.v. 1 – the size of the average market value for social payments for the planned quarter for the first subject of the Russian Federation;

RPSs.v. N – the size of the average market value for social payments for the planned quarter in the Nth subject of the Russian Federation;

N – number of subjects of the Russian Federation;

Ind. – producer price index in the domestic market for the “Construction” industry, determined by the Ministry economic development Russian Federation" for the corresponding period.

6. The average market value of 1 square meter of total housing area in the constituent entities of the Russian Federation, used in calculating funds allocated for the purchase of residential premises in economic class apartment buildings from developers at the expense of the federal budget (hereinafter referred to as the average market value for the purchase of housing) is determined by formula:

RS – the estimated cost of 1 square meter of total living space in the corresponding constituent entity of the Russian Federation according to the Federal State Institution “Federal Center for Pricing in Construction and the Building Materials Industry”, determined on the basis of a universal resource-technological model adopted for economic class housing using data on the cost of construction resources in the context of constituent entities of the Russian Federation;

To N.Z. – coefficient of unaccounted costs for specific features construction: demolition and compensation payments associated with demolition, costs of payment for land and payment of land tax during the construction period, connection to engineering networks, other other costs provided for in the consolidated estimate of the cost of construction adopted in the amount of “1.15”;

Ind. – producer price index in the domestic market for the “Construction” industry, determined by the Ministry of Economic Development of the Russian Federation” for the corresponding period.

7. The calculated average market value for the purchase of housing is compared with the maximum cost of 1 square meter of total residential area, used when calculating funds allocated for the purchase of residential premises in apartment buildings from developers at the expense of the federal budget (hereinafter referred to as the maximum cost) established by the Government Commission to increase the sustainability of the development of the Russian economy, established by Decree of the Government of the Russian Federation of December 15, 2008 No. 957 “On the Government Commission to increase the sustainability of the development of the Russian economy” (hereinafter referred to as the Government Commission).

If the average market value for the purchase of housing exceeds the limit value, the calculation of the average market value for the purchase of housing and the reporting information used in the calculation are submitted to the Government Commission.

8. If the calculated indicator of the average market value for social benefits, the average market value for the purchase of housing exceeds the same indicator for the previous quarter by more than 10%, then instead of the calculated indicator, the indicator determined by the formula is used:

If the calculated indicator of the average market value for social payments, the average market value for the purchase of housing is lower than the same indicator for the previous quarter by more than 10%, then instead of the calculated indicator, the indicator determined by the formula is used:

Pr - an indicator used instead of the calculated average market value of 1 square meter of total living space;

By - an indicator of the average market value of 1 square meter of total residential area for the previous quarter.

9. Estimated indicators of the average market value for social payments, the standard cost of 1 square meter of total residential area in the Russian Federation, the average market value for the purchase of housing (not exceeding the maximum cost) for the planned quarter for each subject of the Russian Federation are rounded to the nearest multiple of 10 rubles and are approved by order of the Minister of Regional Development of the Russian Federation.
